Mendoza is the No. 1 overall pick and Kirk Cousins' backup. He made his NFL debut in garbage time on Sunday, and the reporting I found says Cousins' starting job is safe for now.

Backup (QB2). NFL.com's player page, indexed within the last day, lists him second behind Cousins. He had no regular-season appearances in Weeks 1 through 4 (Yahoo, Oct. 4). Sunday's snaps came on the Raiders' final drive of a 45-17 loss at New England (Yahoo, CBS). He went 6-of-8 for 48 yards with no sacks, and his scramble on fourth down fell just short. Cousins was tied for the league high in passing touchdowns with 11 before that game (CBS). I found no snap share beyond that one drive and no reported plan for more playing time.
ESPN's Dan Graziano, as relayed by Yahoo, wrote that the offense could take another leap once Mendoza takes over because of his mobility and stronger arm. His debut was efficient: he completed his first five passes, moved the Raiders into the red zone, and went through progressions against a seven-man drop. NFL.com calls him the future of the franchise.
The team is not hurrying him. Coach Klint Kubiak named Cousins the Week 1 starter and said Cousins earned it. In August, Kubiak said Mendoza "needs another 3 preseason games" (NFL.com). Cousins has been productive, and Graziano said the 2-0 start bought the Raiders time. Sunday's sample was eight pass attempts in garbage time, which says little about his readiness to start.
Where analysts split
The open question is when Mendoza takes over. Graziano's "no rush" framing points to a stay on the bench while Cousins produces. A Yahoo headline said the Raiders were warned against keeping him on the bench. The article text under it said Vincent Bonsignore supported the decision and favored developing him as a backup. I found no reporting that sets a date or a trigger for a switch.
