Justin Herbert
Herbert is the Chargers' unquestioned starter on a winless team, and his rest-of-season value hinges on whether the offensive line and receiving corps get healthy and whether he stops turning the ball over.
Role
He is the full-time starter. Coach Jim Harbaugh publicly took blame for the Broncos loss, and I found no reporting of a quarterback change. He is also a real rushing factor, with 54 yards on six carries Sunday. Per the Yahoo/Heavy and CBS write-ups of that game, he played without several offensive linemen and most of the top receivers. Left tackle Rashawn Slater was out, and Herbert took five sacks. ESPN's player page (checked today) shows nine turnovers on the year (seven interceptions, two lost fumbles) and a season-low 24 pass attempts Sunday. I did not find snap counts or a depth chart, so I am not reporting either.
Optimists say this is a supporting-cast problem. Per Yahoo/Heavy and CBS, the line and the receiver room were gutted by injuries, and he had almost no time to throw against Denver. If those players return, the passing game has room to recover. Herbert still adds rushing yardage, and the Chargers were within one score late Sunday.
Skeptics say the mistakes are his own. Heavy described fourth-quarter errors that "simply should not happen": a confused pre-snap look on 4th-and-6, then an interception, one possession after a fumble from carrying the ball loosely. CBS's John Breech said the offense "looks broken." Herbert was ranked the No. 31 quarterback after Week 4 (via Bolts From the Blue). Harbaugh also offered a rare public critique earlier this season, per an ESPN headline. The team is 0-5.
Where analysts split
The split is how much of the decline comes from injuries and play-calling (CBS's Breech named offensive coordinator Mike McDaniel and the injuries as candidates) versus Herbert's own decision-making and ball security. The coverage I found does not settle it.
