Chig Okonkwo
Okonkwo is Washington's top tight end and its best pass-catching option at the position, but a Week 1 hamstring injury and shaky quarterback play have kept his production low. His four catches on six targets for 60 yards against the Giants is his best line in the reporting I found.

CBS Sports (RotoWire, about 7 days old) has him firmly atop the tight end depth chart. In his Week 4 return against the Colts he played 37 of 64 offensive snaps, about 58%, and ran 25 routes on 41 dropbacks. Hogs Haven (2 days old) had him at 46 routes and 7 targets, with Ben Sinnott at 49 routes and 2 targets and Colson Yankoff at 37 routes and 4 targets. Sinnott, John Bates and Yankoff compete for snaps. Through three games, SI had snap counts of Sinnott 100, Bates 93, Yankoff 55 and Okonkwo 39, but that total reflects Okonkwo's absence. I did not read a current depth chart page or any target-share tracker, so I have no target share to give you.
He was signed as the pass-catching tight end and has caught 50 passes in each of his last three seasons, per the club's site. Preseason coverage had him third on the team in targets, and Washington's offensive coordinator was praising his fit over the summer. Hogs Haven attributes the slow start to injury and a rookie quarterback under siege, which can improve. The 60-yard game against the Giants suggests the role is real once he is healthy.
Even healthy, the production has not come: four catches for 21 yards through two games (SI), then two catches for five yards in his Week 4 return (CBS). Sinnott and Bates take a lot of snaps, so he is not a full-time player, and he played only about 58% of snaps on his return. Sinnott has also played heavily without producing much as a receiver. Hogs Haven described offensive struggles and pass-protection problems, and Okonkwo's lighter build makes goal-line work unlikely (Yahoo).

The disagreement is whether Okonkwo's low output comes from circumstances that will pass (the hamstring, a rookie quarterback, protection) or from a shared tight end rotation that caps his routes and targets. I found no analyst taking a firm side. I also could not confirm who is starting at quarterback now.
