Dell is a returning rotational receiver, 673 days after his last NFL game, whose snaps are expected to grow but who is not yet a featured piece.
Role
In his Week 7 debut he played 14 of 61 offensive snaps (23%), per Athlon and Yahoo snap counts, one more than Marvin Harrison Jr. (13). He sat behind Nico Collins (41), Xavier Hutchinson (34), Jaylin Noel (19) and Kayshon Boutte (19). He had one target, one catch for 43 yards, and also returned a punt for 14 yards (Texans Wire). Noel left with a turf toe injury and coach DeMeco Ryans said it is still being evaluated. Athlon suggests that could open snaps for Dell, Harrison or Boutte. I found no confirmed depth chart or target share.
Dell was a big-play threat before the injury, and Athlon says he looked sharp on the 43-yard catch, 26 of it after the catch. Over his first two seasons he played roughly two-thirds of snaps. With Noel hurt and Jayden Higgins out for the season (ESPN), there is a path to a role behind Collins, and reporters expect his workload to ramp up.
The sample is one target and 14 snaps. The Texans planned a limited role, and he is competing with Harrison, Hutchinson, Boutte and a healthy-until-Sunday Noel for targets behind Collins. ESPN's note calls the undersized Dell a question mark off a major knee injury, and it remains to be seen whether he has regained his downfield speed and burst. FantasyData's initial advice was not to start him right away.
Where analysts split
The open question is how fast his snaps rise and whether he or Harrison, Boutte or Hutchinson takes the snaps vacated by Noel's injury. Athlon floats all of them, and no source I found settles it.
