Warren is the lead back in Pittsburgh's run-first offense, and Rico Dowdle is a real and growing complement, so Warren's workload is solid but not exclusive.

In the Week 7 win over the Saints, Warren played 62% of snaps with 21 touches, and Dowdle played 44% with 15 touches (Yardbarker, citing a snap breakdown from that game). That is about a 60-40 split of the 36 backfield touches. Warren's 21 touches produced 137 scrimmage yards, per CBS Sports. Dowdle was signed in free agency after Kenneth Gainwell left for Tampa Bay, and Yardbarker's piece says Warren was the sole back while Dowdle was absent. I did not find a depth chart or season-long snap and target share, and I did not read a depth chart page. Third-down and goal-line usage is not confirmed. A Yardbarker column argues the team has avoided using Warren at the goal line.
NBC Sports' PFT recap calls Warren the focal point of the offense this season. After four games, Yardbarker noted he was one of the offense's few bright spots as both a runner and a receiver, with 176 all-purpose yards against the Bengals. He carried 18 times for 101 yards in Week 7, and the team targeted the Saints' weak run defense. Optimists also point to his ability to gain yards after contact and say the Steelers should lean on him near the goal line. Yahoo's Week 7 takeaways say he still handled the majority of snaps.
Dowdle just posted a season-high 15 touches and led the team in receptions with six, so Warren's receiving share is under pressure. Athlon says 30-plus touches a game would not be sustainable for Warren, and Yardbarker earlier suggested the team should limit his snaps. Last year's Steelers backfield was a near-even committee, and Warren's snap share was cut sharply at times when Gainwell took third-down and passing-down work. The offense has struggled overall and is a committee-leaning, run-heavy unit with a 16-10 scoring profile.
Where analysts split
The split is over how far Warren's workload should go beyond roughly 60% of snaps. Some commentators, including a Yahoo/Athlon piece, say he should be the clear lead and get more touches, but the Athlon piece calls that unsustainable. Others see Dowdle as a real tandem partner, especially in the passing game, after his six catches on six targets. I found no source on who the Steelers will use on third downs going forward.
